How geared do you need to be? 66s or higher, or will 61/63s suffice?

We've done a couple runs with people below level 55 in their level 50 raiding gear. 61/63s should be fine. That being said anyone running it below 55 will be unable to do the weekly quest. Not sure about the achievement.

I'm 55, but I am only partially geared in 66s as of now.

This one is fun to run as a shadow because you get to use phase walk often - for a practical reason.
